Efficient monitoring of MoRD Youth Employment Scheme, via Account Aggregator

The Ministry of Rural Development (MoRD) has identified a highly impactful use case for the implementation of the Account Aggregator Framework. MoRD runs various direct benefit schemes, such as the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), aimed at skilling rural youth and providing them with sustainable employment opportunities.

Currently, MoRD faces challenges in verifying the placement and salary records of beneficiaries, relying on a manual and paper-based system that is time-consuming, costly, and prone to fraud. By adopting the Account Aggregator Framework, MoRD can transition to a digital, real-time mode of accessing bank account statements directly from banks, eliminating inefficiencies, reducing costs, and ensuring accurate verification of beneficiaries’ records.

The implementation of the Assisted Account Aggregator (AAA) Framework can greatly benefit MoRD’s use case.

Many beneficiaries under MoRD’s schemes come from low-income, rural backgrounds and may lack digital literacy or access to smartphones. The current self-service mode of the Account Aggregator journey poses challenges for these beneficiaries. However, the AAA Framework can address these barriers by enabling PIAs to assist beneficiaries in the account aggregation process.

Leveraging Aadhaar-based authentication and simplified procedures, PIAs can help beneficiaries link their bank accounts, provide consent for data sharing, and ensure accurate verification of placement and salary records. The AAA Framework, thus empowers MoRD, to extend the benefits of account aggregation to a wider audience, including those in rural areas, enabling monitoring of direct benefit schemes and analyzing the impact of the scheme.
